Summary

A film essay on classic and postmodern supervisory mechanisms. In the second half of the 18th century British legal theoretician, philosopher and reformer Jeremy Bentham designed the Panopticon – a building that allowed for the most effective surveillance. This spatial arrangement was first used for Secret Security Service prisons. Various supervision technologies are new panopticons. They amass and store data on people and use it to identify and determine the place and time of their actions. A theoretician of architecture, a specialist for security systems, people who are or were monitored or were secret service agents describe their experiences. The film seeks the perfect application of the panoptical principle by reading Michael Foucault’s Discipline and Punishment and via experiences of various kinds of surveillance.
