The Air-conditioning Technology Institute of Prague should prepare a proposal for reducing dustiness in Ostrava, especially in the area where the building of a new power plant is planned. Engineers Vojtěch Spára and Jiří Zástěra travel to Ostrava town with the proposal. The sanitation officer Eva Frágnerová strongly protests against building the plant so close to the housing quarter. Spára accepts her arguments and stays in Ostrava to work on a new proposal for reducing dustiness. Eva collaborates with him on this project for three months. In time their friendly relationship turns into love. Spára is divorced and his old grandmother is looking after his little daughter. Eva lives in a childless marriage with the director of the Silesian plant which causes a lot of the local air pollution. Eva and Spára are honest people and don't wish to hide their relationship. When Frágner discovers it, however, he refuses to let Eva go. But Eva defends her right for love. Spára's project is drawing to a close but test results show that the pollution level has increased. Spára's suspicion that Frágner caused this purposefully proves to be only a suspicion. But when Frágner discovers that the mistake happened in his company, even if he had nothing to do with it, he acknowledges the error. In this way, he honourably settles both his work and personal problems.
